Required evidence
A complete canonical request, signed BuyerPaymentMandate, exact supplier/invoice/payee/destination bindings, current mandatory federal evidence, and a deterministic economic-risk comparison.
Machine result
PROCEED, HOLD, REVIEW, or RETRY with a machine action, signed Proof Capsule, deterministic replay, and payment_executed=false.
No decision, no charge.
Invalid input, mandate failure, missing or stale required evidence, unsupported coverage, replay mismatch, source failure, settlement uncertainty, or an undeliverable result prevents charge and delivery.
Limitations
- Coverage is FEDERAL_ONLY; state_coverage is NONE_PHASE_1 and state good standing is not asserted.
- RunOnProof charges only the RunOnProof Payment Decision fee and never executes the supplier payment.
- Continuous Assurance, subscriptions, continuous checks, and recurring billing are off in Phase 1.
- Live source health and the response evidence are authoritative at request time.
